Permanent Caregiver Support Service

The Permanent Caregiver Support Service (PCSS) is a non-government social service organisation with delegated responsibilities from the Chief Executive of the Ministry of Social Development to deliver support to permanent caregivers who provide care for children and young people who have been in the care of Child, Youth and Family or an approved social service provider.
The PCSS provides financial and other assistance to permanent caregivers, both kin and non kin, in accordance with recent amendments to the Children, Young Persons and Their Families Act 1989.
Support is available to permanent caregivers who:
1. Are a special guardian.
2. Have obtained orders under Care of Children Act 2004 in substitution for orders or a section 140 agreement under the Children, Young Persons and Their Families Act 1989.
3. Provide a permanent living arrangement for tamariki who have been in the custody of Child, Youth and Family or an approved social service provider, but have no legal orders in place.
PCSS is a national service, staffed by qualified and registered social workers in Kiistone’s Palmerston North contact centre. Social Workers are available to permanent caregivers, CYF, and NGO social workers from 8.30am to 5pm Monday to Friday (apart from statutory holidays).
